Who knows how to mod a ps3. As in, downloading full games, different user interface etc.

youtube and google definitely know

All I know about the PS3 is that it has a whole processing unit dedicated to security, so it'd be a hell of a job to hack, and a lot of money wasted.

One question, can we download ps3 game on computer, burn a cd with it and play it on ps3?

No.
Ive already tried it.
I had a blueray and tried ripping the game. But ps3 games have some sort of anti-ripping, burning shield.

What about other consoles like xbox wii or ps2
