a system crosshair look for better description

is there anyway to make a crosshair that goes over all programs like your fps and stays there like not hooking on the game or anythinge just sitting there like in this pic
like just get a program to paste some lines like that on your screen?

I think its actually posible... you can do everything you want in a computer, you just have to know how ^^

go for some tape and make a crosshair in you monitor... I think it'll work ^^
of course, make the two tapes (or whatever you use) cross exactly in the center of the screen

well i know that you can use a marker or tape but then i got that breathing type moniter its like a fabric almost and its 400$ so i don't want to touch it
