It could work.
Not sure if LoL recives packages when determining a certain location tho.
I was thinking, what about this
-- take off fog of war client side etc etc how it is now with no data being seen
--log ips of people participating on other team
--listen to other teams packets being sent to the server
--decrypt
--find information pertaining to location and such
--inject decrypted data in to client side map
--???

how do u listen into their packets? sounds like u would need to hack their comp

In some games (most of them) to the normal flow of the game, the server sends packets to your pc and your pc delivers them back with some info (Ur char moves, buys, sells etc) if you can intercept those packets you could do awesome things.
That is over-thought. If you could get their information and manipulate it like such you would be better off completely swapping client entities so the enemy could not target you as you would be seen as friendly or a spectator.
I think the bit that would also be a big problem is "decrypt". That's gonna be much easier said then done!
