They've been training troops on civil unrest for quite some time, codenaming it the "zombie apocalypse" is absolutely perfect as the zombie apocalypse is exactly what we are. If we do not "freeze" and "put our hands in the air", of course they will come after us as we are not obeying their "orders". So they codename everything to make it as unlikely for the average American to notice. America is becoming an Empire brotha.
As for the terrorists shooting up a hospital, they may take a hospital under seige if there are important people inside, but they wouldn't just shoot one up willy nilly. They would most likely use explosives to level it to the ground to cause terror, to show "hey, we're terrorists, and your places of healing aren't safe". So they are definitely using that synonymously.
There's a reason I hate the American government. To the public eye we are free, though to those who question EVERYTHING (like myself, and I see yourself as well to a degree) they are conducting secretive missions that are the equivalent of a communist countries own actions. America just attends to the secrecy as they like to give that look of "we're free and awesome".
Here's something to think about. Have you ever watched those Navy commercials where it says "always watching, always patrolling, always standing guard"? Have you noticed they ALWAYS say "always watching" first everytime? Same thing with the drunk driving commercials? It's all new-age propaganda brotha, they're brainwashing the ignorant masses.

I mean, it's interesting, but then you're gonna get a ton of conspiracy theorists who think ants were invented by the government to track what you're doing and when the battery is about to die they purposely run into a spider web (also made by the government) to dispose of the battery.
