Regards to an external hack.

Due to the increased security in the game with TAC (Treyarch Anti-Cheat) and possibly VAC, do not expect an external hack to come from me. I don't care if I get a million PMs, I'm most likely not doing it, so don't ask. People have been banned for hacking (eg. hooking) in the menu before they've even played the game. Someone else has reported that they've been banned from their own external hack in a matter of hours, either from reports or possibly from some kind of server-side checks.

tl;dr - I'm not going to waste my time and money developing a hack if there is a higher chance of getting banned this time round, nor do I want a "ban(s) on record" message appearing on my profile.

Maybe its even better, if the only way to hack is buying hacks, there will be less hackers, thats better, MW3 is not possible to play without hacker^^

Many things are detected from the start (the day) they are released ... I can understand his "fear" (sorry to put it this way) to lose his account on BO II ... And good luck trying to find some1 willing to waste his new game...
