You already installed visual C++ 2010 ? search visual c++ 2010 in control panel (installed program).
Or try downloading other compiler, or else try installing another version of visual c++.

No, God. Not Dev-CPP.. fuck that was the first IDE I used... and the worst... It is (was) bugged as hell.. ugly interface... etc.

For C++ use either Visual Studio or Code::Blocks, those are the best IMHO
