Is there anything besides cheat engine to make hacks with?

You mean meomry hacking software im guessing....no there isn't but if you wanna make hacks go to the tuturial section and learn which ever method you want to use to make hacks like VB,C/C++ or some other crap.
i think there is some engine like cheat engine called MHS i think!

Well, MHS is called the MoonLight Engine i think, but it doesn't work, it's just a remake from the Cheat Engine sourcecode.
BARON is right. C++ is a complicated language and it takes more than a couple of days to learn (Try a couple years).
There is a free, amazing tut for C++ on cplusplus.com - The C++ Resources Network.
Search tutorial and read.
