I would like to Know how and is it possible to make a private server for Rotmg

Well im not the best coder ever for reason i am still a starter but i would like to know if someone could tell me or teach me how to make a rotmg private server , Im not trying to ruin the game i simply just want to experience what it would be like to be a dev and mostly if i could make a private server i would share it but i would not make it to Advertising if you get my drift . I've seen Xrythx Make a private server im just wondering how so i could experience the fill of singer player instead of online mode when you get traded nearly every time and killed so easy if anyone knows how to make a private server please tell me , i will be so grateful . i know for sure Xrythx knows how to but he wont tell anyone just yet... so furthermore i just want someone to teach me how to create a private server even if its hard or easy i probably will understand it well.

Here, Ill also create a handy checklist for ya:
Note: This is just for building the server.
0.Master socket programming
1.Do low level RC4 Packet decoding/encoding to communicate with the client(See BernardoLima's Post... I posted the spec sheets there[although outdated]).
2.Make a map generator for creating the map area[See Amit's Blog on this{Polygonal Map Generation Post?}].
3.Make the Enemy AI.
4.Make the Loot drop mechanics.
5.Emulate another storage server, which the client can use to Asynchronously get Player info.
6.Make a projectile tracking algorithm to check hackers...

Wait, if you are doing all this, wasn't it easier to just make another game?
