My parents would never let me buy from a hacking site lol. So I don't use their PP.

No thanks, it's cause I have my own paypal and I don't steal money from my parents.. It's better to ask for money than just taking it.. Honesty is the policy

I'm aware of that, but if I use fake info, such as an alternate email adress, fake name I use for a lot of game accounts, and my old adress, would the PP still work? I want to sell my current steam account for PP money then use it to buy someone else's account.

You can just sign up for a PayPal account with any personal information really.
Until it's verified you'll have yearly send/receive limits, but they're like $1000/year anyway.
