What is "Pg 13" ? (in your opinion..)

In these behaviour rules it says that you should upload "No Adult/Sexually Explicit Images (Keep it PG13)"
Well what means "keep it pg 13"?
In Germany (where I live) some pics are for 12+ and i uploaded them here as login screens and they got deleted..
So where should I know from if a pic is 12+ or 18+ under "pg13" or whatever you want..?
I just want some further details..

Example: You see a girl on the login screen. She wears no clothes (besides trousers). You can see nothing because her hair covers her breasts and you only see the upper part of her body. Is that even too much? or would that be okay? I just want to ask this because I do not want to make it wrong in the future...... so please.. answer.

No sexually explicit material, whether it be a woman in a bikini or a drawing of one. There are young kids who visit this site so we have to make sure our content won't get them in trouble.
