If someone stole an artwork of mine, edited it even slightly, and then uploaded it somewhere else I would be quite mad, even if they did add "credit" to it. The guy needs permission from the original creator(s) for using the wallpapers.

Whether it is morally correct or not it is still allowed. Same being with leeches hacks from other sites (as long as the rival website and all advertisements are removed). If you have an issue with this orbit the original creator has an issue with these you/he will need to talk to Dave.

Well fortunately, the bottom wallpaper from DA does have a CC BY-SA 3.0 license. I don't know about the other one.
