Question: What is unlocalized string?

HI all i got a question or need some clarification on this, recently i saw my in-game friend getting about or more 10 rare skills in a row in about less than 30secs from buying some card packs(the type i do not know), it appeared as "blahblah got something from an unlocalized string", another news feed reads "blahblah has gotten something from buying a mystery pack", so was just wondering if it was just a game glitch, perhaps a glitch from buying platinum packs but the fact that it showed mysterypack kinda confounds me,this happened yesterday. or perhaps he was bot-ing.
