Buying 1600 Elo+ NA Account, Doesn't Need Anything On It

I'm too tired of solo queue trolls. I was 1800 S1 and S2. Got banned, started all over and got my placement game with a leaver in every single 10 of the placement games.

This is the account type I'm looking for. And yes I will want to use a middleman so the trade goes as smoothly as possible.
I'm not paying anything over $30. Why? I'm not looking for an account that has RP spent on it. I don't care if you have 16 champs only.


All I need is an account that is 1600 elo+ NA account. I'm willing to pay $30 just for that. I don't need no skins, no rp, no ip. Those extra stuff only makes the account worth more which I don't really need cause I can get those myself.
