So This is confusing.
I've received reputation from ONE person @Hux
and my reputation went up 21 points.
But then other people repped my posts. (saw this in settings).
But my reputation didn't go up?

What's reputation anyways?

you can only recieve rep from people with rep points higher than 10?

You should see it as 'Reputation power'.

Someone with alot of posts/reputation will add more Reputation than a less active member.
(Just as an example, it's based on more statistics than just posts/reputation)

Also, new members won't add any Reputation as that would lead to people creating new accounts to rep themselves.
