you can't format from boot up you need to run an OS or something or DOS and then you can format it

once you run like linux or something u can reformat it to ntfs

Although if you're installing windows or something, you can choose to format the hard drive before you install and it'll do it all for you.

You probably either want to use partition manager or disk eraser to do what you want.

But like I said, if you're installing windows 7 it gives you the option to format during install so you don't have to really use anything else.
