And good cheap domain registrars? (NOT GODADDY)

Alright, well today I tried too buy my 80th domain as a present for my brother, he really wants a domain but he doesn't have money online, I looked in my paypal account and only had 5 dollars in it, credit card just got cancelled getting new one soon, anyways, .com are like 12 bucks/year so I got a promo code for godaddy which made then 2.95. I didn't see the Paypal payment option. I know for a fact that there is one because I bought crackedsteam.com from there???

So know any registrars that will allow cheap .com registrations along with editable DNS settings? That fits in my budget as of now???
