Update your Mouse drivers, That might at least help it.

If that doesn't then you may want to hook your mouse up to your bike/scooter and drive around with it dangling behind you.

In other words, you may need to get a new mouse. My brothers mouse was doing something like this and he just got a new mouse. We also decided to hook it up to our electric scooters and drive around with 'em until it came off and a van came by and smashed it.

it could be the surface where the mouse is moving on, try cleaning it off or use a really soft mouse pad, the laser could be really sensitive? - ProZ Alien

    Mouse is probably not configured.

Maybe something but up inside like dirt and is affecting the lazer, Maybe you could take it apart and clean it. If its new, why not take it back? Also the surface you are using it on. If its not smooth, or if your using it on a bare surface like the top of your desk maybe that's why.
