yes you need YOUR drivers for YOUR graphics card. it really doesnt improve your fps to much. if you have an integrated graphics card, which is what you have im guessing it will improve but still the fps are not very good.
EDIT:
also getting a faster internet will help you out. i see you're pinging in the 200's so your internet may be your problem as well.

Yeah I have a crappy Intel Integrated. I really need a new GFX card <_<

But I think your saying a 9800? Go to the nVidia website and download the latest drivers. Made no difference to be though as my computer is overclocked and the graphic works hard all day long playing crossfire.
And whats with your before and after pictures. Your before picture has a higher rank than your after picture..

Yeah I did all that but not from ur tut lol I just googled how to get better fps or performance and all the web pages pretty much said the same (what u posted) but it works.. I was playing with 20- fps now I play with 40+ fps even 120 lol I was in shock.. xD
So.. It works just try it u dont have nothing to loose x)
