Could I pay 2600RP to change to NA, and then he boost my account, and here is the question, after he finish the job, could I pay to comeback to EU West again?

I don't think you should do it. You can get so many skins for 5200 rp, like 5-18, depending on price (sales included). Level is only usefull for runes and masteries.

Getting boosted is stupid in my opinion :P you can get skins and champs for 10k rp instead of doing that. Boosting will just get you into a league that you're not meant to be in. This will lead to a negative LoL experience :P haha possibly even lead to you falling down to your original elo
