Use a bypasser like Abyss, enable sv_cheats, join server and write host_framerate 10

or just use Cheat engine for a speed hack...memory editing, alot safer than DLL

Just use the config lying around here somewhere, I've posted it, a couple of other guys has as well.
It makes an alias for the host framerate thing and then binds it to a key, E - in this case.
No dll's, just a bypasser needed.

Or if you want a proper speedhack you can get the engine to call createmove again.
