Setting up a private server for RS is way too easy, what you are offering is insane since you can easily do it yourself with some research.

well what people are trying to imply here is that making a private server is really easy so they doubt that your really legit

It's not that easy because I think he want's a 24/7 server. His parent's might not let him leave his PC on. It'll also poorly affect his gaming experience if he has the server on all the time. (Using my MC hosting knowledge.)

Well if you want to make a RSPC Server, I recommend buying a VPS if you have any money.
