How to ban people w/out reporting them

Last month I was using Referral Bot and I lost my 1st account just because i made tons of referrals w/out login on them.
I was wondering if this system was kinda userfoul for me, and i decided to pick a new account and put him like 20 referrals for the same ip
Gess what? After that this test account got immediatly banned

This thing is really bad but you have to deal with it.
1) Ask to your victim his referral link
2) Register 20/30 accounts to him
3)Wait for his Ban

- If your victim doesn't give you his ref link

1) Go to https://signup.leagueoflegends.com and create a new account
2) Log in on your LOL client and chose an username like: jhgmdiuhdwieu and put as a referral his name
3)Wait for his Ban

Would not work, he would get banned off Ref 2.0 system and not off league of legends.

not smart enough lol, the only way to do this is by getting his referral link and it will only ban him from referrals, secondly you cant goto lol signup page and put his username as referrer And last but not least, you wont even know his "Username" as it's not necessarily the same as his in game name.
