Can someone make me combat arms NA account?

Yeah you can read tittle, so i need someone could make me NA account? :| I can say password and account name what you can use there. But first i need person who could make me account. it says me "You do not meet the requirements to register for an account." If i try to create account for NA, and i used USA proxy And tried everything....BUT NO, nothing wont work Please help me
