Non Member Voucher

Over the last week, I've been trying to complete Juggernaut items of Miltonius and I've managed to get everything, plus lots of extra items (Over 100 gems, 60+ Shards, 22 Diamonds, over 10 Members vouchers, 15+ contracts, ect) except for the Non Mem Voucher and I've completed Supplies to spin the wheel of chance and The assistant over 300 times (I've turned in the quest where you trade 100 Unid 10s for 1 diamond 3 times). I really wish I had done jugg items when you could still buy vouchers for 1M. :/

Is my luck just horrible or is it incredibly rare?

It just has a lower drop rate than the normal one. I've maybe gotten two since the release of the items. But they probably lowered the drop rate since then.
