    Not sure where to turn to for Virus help

    I have a Virus on my wifes Dell Laptop she is locked out by a new kind of virus to me that starts up and puts a full screen page of fake federal type stuff saying i'm in violation with something illegal and that my computer is locked and I am forced to pay a lot of money to remove the lock to allow my computer to access it again and if I try to remove it that it will delete everything off my computer. I know all of this is a trick to scare people I just want to know how I am suppose to approach this because, my wifes not able to find her factory restore disc or may not even have one or backup. and wants to not lose her pictures on her computer. the computer has windows 7. I normally get through these kinds of viruses by using malewarebytes in safe mode but the page comes up even in all the safe modes. If anyone can think of a clever way to resolve this issue i'd be very much appreciative.

    The FBI virus, also referred to as the FBI Moneypak virus, Citadel Reveton, and other terms is dangerous malware categorized as ransomware we discovered in 2012 that cyber criminals use in attempt to disguise themselves as the FBI. The FBI virus utilizes Trojan horses (Trojan.Ransomlock.R, reveton) in order to gain access and lock computer systems. The FBI virus practices a variety of unethical tactics, including social engineering in attempt to persuade or scare unsuspecting victims to pay an unnecessary fine by making fraudulent claims that the computer has been involved in illegal activity (downloaded or distributed copyrighted material or viewed child pornography, etc.) and demands a penalty fine of $100, $200, $300, or more to be paid in order to unlock the computer system within the allotted time of 48 to 72 hours by use of Moneypak cards (REloadit virus, Ultimate Game Card Virus, Ukash Virus). The FBI Moneypak ransomware virus also states on the fake FBI screen that the computer owner may see jail time or face other consequences if the unnecessary fine is not paid in time.

    I think I'm one of top people who suffered a lot from viruses, and I've been fighting with them long time, and still
