School 'Anti-Bullying' Assignment.

I have an assignment due in about a week, and It's based on anti-bullying and we have to use 'Technology' to produce some sort of campaign via either: a Podcast, a Vodcast, Cartooning or Animation or a commercial.

I have decided to do cartooning or animation.

I was wondering if there were any programs out there where I can create a cartoon clip (obviously animated) and then be able to sync my voice into the cartoons...
