Doom Aura not dropping?

Hello, I was wondering if it was just me, or is Doom Aura not dropping for anyone? I've done the "Pinpoint the Pieces With Necrotic Bow" Quest like 1400 times and it still won't freaking drop. What's worse is, out of all those tries, I didn't need anything else (I had already gotten all the other materials) so they were all a useless waste of time. So does anybody know?

Got my Doom Aura 1 week ago, doing the Pinpoint the Pieces With Necrotic Mace quest.
So I guess that is dropping.

EDIT:I believe that the drop rate is between 0.1% and 1%, so it's pure luck based.
