steal it and loose all the stars, then drive into the los santos costum all the way up north in blaine county,
you will be able to costumize it and store it in a player garage.

Note: tracker will cost 1900 insurance will be free

all i did was standing behind a building alone just shooting at them, i got killed but i retrived the sheriff suv after death, a higher level would do it easily i got it in my first try

It's actually not that hard to get one of these... if you're on PS3 I can help you out. I'm a pretty damn good shot with just about everything besides a sniper rifle (lol). Also for people wondering what gun is the best to PvP/kill cops with... AP Pistol. Fully automatic .45 caliber pistol with fast reload.
