Bad idea. Just for abusing rep? I mean, rep isn't that big of a deal, but after a set amount of strikes, they could have a much more severe punishment such as that.

No, permanent ban the people that are not co operating with others in a fairly unsatisfying way, rather than giving out negative reputation. Abusing rep as we know is already set for day to week long bans.
