    Whoever told you that is stupid. System32 is your OS cache. Not the actual OS itself. Whilst you can clear Google Chrome's cache you cant clear system cache without deleting System32.

    If that doesn't work or it won't let you delete that you can try deleting C:\Windows\Boot. That way the next time you boot it will wipe all software cache, it will be as if you uninstalled and then reinstalled everything.

    Trust me I've been studying, working on, and tinkering with computers for more than half my life now.

    They are the result of people not using the correct method of deleting it. Delete C:\Windows\Boot first, and then reboot then delete the rest. In order to delete System32 properly you have to start with a fresh caching database.
