That's correct, it would be a HUGE advantage for a smurf with all the champs being able to counter or just pick OP champs. Also with the IP Boost you'd be able to buy all the Runes you need by the time you get to level 20 (Tier 3 runes). And getting to Level 20 wouldn't take too long with the XP Boost :P
