How can I know how legitimate my seller is?

I am paying someone to do an SE for me, but how can I check how legitimate my seller is?
The person has an account that's a few months old and a low amount of posts. But has proof that he or she is a serious seller.
Can anyone help me out, will not post the persons username unless via PM.

Vouches, amount of successful trades, post rep and thank count (not really required), blacklisted/ ever had a scam report on them, things like that.

How about payment method, the person wants e to gift them the money... so I don't chargeback.

I was talking to Hugo Boss and he had said that he can't do SE's as it is unsafe or something along those lines.

He's the experienced one here, so I would just say check Skype IP address, and then you take your own risk.
