Unfortunately, it is really quite hard to increase the quality of pictures. Normally it'd be quite easy but because there is a large amount of noise it could prove quite difficult. I could try but I doubt it would work.

Stick it in some free photo editting program and play with the touch-ups.
See what you get.
But in all honesty...it's just a bad quality photo.
Not much you can do to it...

Im a beginner at photoshop but ill give it a try 0.o.

Nvm lols this has too much noise lols I cant do it, I tried it lols FAIL, I can try to put Lighting effects but it wont do much except light some parts of the pic
