i was just prompted to update my unturned, Does this mean that the 2.1.3 hacks have been patched?

Do you mean update 2.1.2, because it updated to 2.1.3 last night. If so, most likely yes they are patched considering the changelog says
-Improved anticheat verus speedhacks.
-Improved anticheat versus fake cars to prevent lag.
Now if you are using a modified Assembly-CSharp.dll it will just downgrade your game to the version the Assembly-CSharp.dll was meant for.

@n3r0v1p3r; it was updated to 2.1.3 late last night. I am sure of that as the last changelog entry was last night. The changelog must be updated when a game is updated if it on steam. Link to changelog - News - All News

I know that the game was updated last night to 2.1.3, but 1-2hours ago, there was a really small update (1.8mb) for Unturned. Changelog hasn't changed up till now. Don't ask why...

@n3r0v1p3r; hmm that's strange. I don't know why. Also it is weird that update 2.1.2 is gone from the changelog as well. It was there yesterday.
