Request::Making windows 7 background widgets

I know on xp there you could put web stuff on your background/desktop i have looked all over and i can't seem to figure out how to in windows 7 x64 I'm trying to put like 4 combat arms sigs at different points of my background



can anyone help?

but it's only showing like a 20x20 part of the 100x400 banner
