In Australia the current system works like this:
At age 16 you may sit a learners test to determine weather or not you can drive under the supervision of a fully licenced driver. Under this rule, you must acquire 120 hours of driving (with 10 hours night time driving) under the supervision of fully licenced drivers until you turn 18.
if you have acquired the 120 hours before you turn 18 but within a year of doing so, you need sit a Hazard Perceptions test to see whether or not you have fully understand certain situations when driving and the appropriate times to overtake, merge into traffic, perform a u-turn, etc.
Once you have turned 18 and have passed the Hazard Perception test, you must do a practical driving test to determine if you are allowed to drive by yourself. If you have passed, you are then classified as a "P1" Probationary driver for a year and then move onto a "P2" Probationary stage. The only real difference is passenger restrictions.
During the probationary stages, if you decide to buy a car it must within the power-weight ratio specified by the Government (Which my apparent pussy ass V6 (According to you) just classifies under). Before some regulation changes this year, all turbo and supercharged cars were banned completely! As for the power-weight ratio of my car, that would be:
