What do you mean by Mods? Modifications or Moderators?

If you're talking about Moderators get HeidiSql and go to Accounts and click data.
Change the role to 3 or some number can't remember

You can check this from wServer/realm/entities/player/player.cs and then go to the ranks column and just enter number for what rank you want

If you are using Old MMOE source however, the rank system looks like this:

Normal User - 0
Donator - 1
Game Master - 2
Moderator - 3
Admin - 4
Owner - 5

I think this is it. Based off my memory of course

And you need to change the role (not rank) in heidisql
