try to use "1" for Yes and "2" for NO

ErrorLevel seem to be unwell set up, normally errorlevel are wrote from highest to lowest. try

choice /N
if errorlevel 2 set POP=MENU
if errorlevel 1 set POP=%REGN%
goto %POP%

Instead of :

choice /N
if errorlevel 1 set POP=%REGN%
if errorlevel 2 set POP=MENU
goto %POP%

if it's still doesn't work, try:

choice /M "Please choose [Yn]" /N
if errorlevel 2 set POP=MENU
if errorlevel 1 set POP=%REGN%
goto %POP%

If you have multiple steam account, it's normal. It's work only for one account link on steam.
