Anyone have a Steam account that can buy/sell/trade with no games?

I really need a account like this, I cant trade/sell/buy on my main since its locked. (I got hacked, and the person added $600+ onto the account. The bank charged them back, and i cant trade/sell/buy until february.) So yea, would be amazing if i can have a account like this. Which I can change the email/password on.
