How good is wargaming on detecting this stuff like warpack? Do they ever care? Is there even a chance of ban? Does WoT even have an anticheat because everything is server side?

i think they use a stream anti cheat system or something like that based on player reports

So pretty much you can't get banned unless 1.You get reported or 2. A WG staff member plays in a battle with you. Watch out though, WG are currently trying to improve the system and if they ever catch you using illegal mods your IP and Account will be permanently banned.
