Yes, use a vcc. You will need one that works for paypal specifically as some do not.

This can mean that the person sending the money, used a method which requires funds to clear first. Sometimes it's because their funding source is hacked accounts, which means the money will be sent back. Sometimes it can be because either you or the person is using various IPs to login. It can also be because something doesnt seem right with the transaction and gets flagged automatically. There can be various reasons why this happens, if nothing else, call PayPal and ask why the money is pending.

Note: I have had PayPal refund a person after it was auto flagged, and the customer had to resend the money. Always make sure that the funds clear, before completing a transaction.
