I've tried it out out of curiosity and yes it is already free. They offer a premium menu which you have to buy if you want extra features, to be honest though the free one has plenty of features if not too many.

Yes if you abuse the menu, you will get banned.
And cheat your level once to something like Rank 120-130 and never do it again, there is no need to.

Attaching shit on people in every lobby, exploding every lobby under other player's name, spawning millons in matter of seconds, use of the recovery options like clear reports, changing your level over and over, being obvious about the mod like mini-gun everyone with money or use god mode in free roam, etc.

Most likely the money and the stats editing it's what really gets you banned (a lot of people got banned after using those features on 1.28) because now those scripts are server side detected. But, also, if you use god mode and the mini-gun shit, someone can report you in-game and in the rockstar support forums (this last one it's a big fuck you to your account)

To add, basically just don't do anything out of the game norm in the first place. Set your rank and downgrade to 1.24 if you want to use recovery services, after that just be extremely careful and be extra subtle. Hackers have been around for a while now in GTA and Rockstar are tightening up their buttholes bit by bit.
