    Unidentified 13 won't drop :(

    I've been farming the Nulgath (larvare) quest long enough to get 4 Totems and 33 Crystal shards but I still haven't got Unidentified 13. I'm going for Jugg items and I can't even accept the Jugg quest without uni 13. Is this a bug or what? And can I get it from anyone else?
    Non-Mem btw.
