What they are talking about is that coding alone isn't nearly a good enough reason for them to be minion. Don't get me wrong if a minion can code then that'd be a great bonus, but what the section needs in a minion is for them to be helpful, active, efficient, responsible, and being able to manage the CA Section. Look at Blood for instance, sure he was a pretty badass coder, but when he got minion he wasn't doing nearly as much as the others and what was required. I hope that helps
