Actually, in sense it isn't powerleveling, powerleveling only occurs in these gameplay:
Elimination: One player against the whole enemy team (all not active) and kills until that player gets the targeted kills. This also increases Kill Death Ratio.
Capture the Flag: Same like Elimination, except no kill limit and missions (captures of the flag) adds more points. (this is more recommended for power leveling because enemies keep spawning at the same spawn location)
Snowball Fight: Get one teammate to shoot a wall with their Snowball Rifle, since shots that aren't long range will damage yourself. Since you will take damage, you will get frozen, and then your team can just keep unfreezing you.
Spy Hunt: Don't get a Super Spy for at least 15 minutes, finish the game,and everyone will surely get at least 300 Gear Points if you do it right and 350xp. The Super Spy (Upload at 30 seconds left) will gain excess of 750 exp and 1500 gp! (16 mins).
Quarantine: If you want to gain a superb amount of experience, have the zombies not infect any player and take turns killing a zombie. Works extremely well with 16 players.
You're not powerleveling because you're not abusing the system in Fireteam, no players leave or anything, they simply die at a point.
