There's a major difference between the 9500GT and 9600GT models.
9500GT
Stream Processors: 32
9600GT
Stream Processors: 48
That's 1.5 the manpower. I'm running a 9600GT DDR3 EVGA edition. It gets bare minimum what I need to play, and I'm a beast with it

First of all the i3 is not a true quad core. If you look at the pics it states 2 core with 4 threads. So you have to look at it as if he is running a dual core with quad threading.

Your pics show his core clock is only 135MHz on the graphics card. Looks like something might be wrong there.

and Ice, a GT 240 has 96 Stream processors, a 9800GT has 112. Along with that, the GT 240 has faster memory (GGDR3/5) compared to the 9800GT's DDR3/GGDR3
His connection obviously sucks monkey junk. I have an inferior computer and I can play CA on max setting with no lag.
Ima ask his friend to rebuild his computer again.
