Activating Paypal without a credit card??

Well i recently got a paypal account, but i dont have a credit card or anything like that. so is there a way to activate it without using a credit card? im trying to get this premium for a game thats about $5 and i have $8 on my paypal but cant use it..

so any help would be much appreciated.
