Ok so im not much of a programmer or coder so i wanted to ask the professionals if this idea is plausible
by any chance can you edit the current gun in your inventory to make it the same gun but with a diff skin e.g fr-f2(normal) to the fr-f2(neon)
but not just for you for everyone so when you kill someone they dont see fr-f2 they see fr-f2neon all i am aware of is it would take replacing the current folders/dlls/other program things to do so with newly written and coded ones would this be illegal or just extremely hard to do ?

Screwing around files is client side only. Doing that will only net you visible results ONLY FOR YOU. This is pretty much modding your weapons to different skin variants, like SA58 Para to FAL Hot Road. Like Predator said, it's way too hard, even for experienced coders/modders.
Changing the appearance for others to see would require server-side work. Changing inventory information on the server is certainly illegal (possible or not, it's too risky).
Best bet is to get your hands on a gun spawner hack.

Oh yeah to add on to that, the file itself must be compatible with the server itself. If its not you won't be able to play multiplayer at all.

No, It is impossible. Even aeria itself can't do this. The weapon is already bought and sent to the server as a "FRF2 or what ever you bought".
