I am planning to update my GPU to something that would be able to play 1080p games and maybe even record games. My Bugdet is kinda low around $250.
Also I've heard that GPU's are going to drop in price soon due to new models coming out, Should I wait?

No, @lgxtragic , don't wait. Every graphics card nowadays is just a rebrand of a previous model, and the worst offenders of this are amd, with their cards from the new 300s series are the same from the 200s series, so when you play on a 260, you're basically playing on a 4 year old graphics card. I recommend buying old cards, although the 900 series from nvidia are pretty good buys, if you pick one up for a reasonable price on craigslist, say a 970, you'll be fine for 1080p gaming, and probably recording for most games, although your frames might drop if you record on a new game on ultra settings.

For 250$ go for R9 380 or R9 280x for sure.
Get a R9 380 4GB, It's a good card and it something I would recommend!
And it also suits your budget!
Just get a GTX 970/R9-290X from craigslist. All you have to make sure is that it's still in warranty and that they can give you a receipt if you need the warranty.
At this point in the year, you'd be best off waiting. You'll get a lot more for your budget.

GTX 970 has 3.5GB of VRAM and it is very false that it will max out every game on ultra over 60 fps,on GTA V and Witcher 3 1080p maxed out barley 35-50 FPS for me with that card,radeon 300 series are awesome,they are good cards with beefy amount of VRAM,which is important in games today :P
If you put care into a 970, you can get over 60 fps on everything 1080p, maybe your setup was bottlenecking the card?
For 4 year old cards (which they are), yeah, for 2015, no
