Try safe mode or look it up somewehre idk how to help you. Still, I have also been having bugs/minor viruses on my pc lately too
if you have razer synapse turn gaming mode off
Windows 10 has this weird problem where the explorer won't work, only things that do work is your desktop (where the icons are) and opening normal folders, that is about it, it has nothing to do with Razer Synapse.
I've had a problem where my taskbar was no working as well, the only solution that was working was to get new GPU. Reformating doesn't mean you need to use the reset button, reformating means uninstalling the windows completely off from your hard driver and install it again.
Good luck.

if you wannna reset your pc turn it off then on then when login loads click the power button then hold shift and press restart and it will load into troubleshooter
just select refresh or reset completely try refresh first
Do a restart or call Microsoft, if you have enough time
Boot into safe mode first. Haven't seen you reply to similar suggestions so I'll say it again.
If the issue persists in safe mode, clean your registry with dedicated software.
If all that fails, your Windows version has been tampered with and should be repaired with dedicated Windows software.
